SET UP

Turn 15 decisions into a reusable policy package.

Define permissions, approval boundaries, owner-only and forbidden actions, evidence, stop conditions, and handover rules in an editable nine-file package.

START

Start a new session with the operating context intact.

Restate the goal, scope, authoritative sources, environment, external-write boundary, completion evidence, and stop conditions before work begins.

WORK

Keep everyday work inside the permission boundary.

Use the existing policy instead of renegotiating authority in every chat. Out-of-scope work should be proposed, not silently added.

APPROVE

Make execution authority precise.

When Exact Approval is required, identify the action, target, scope, payload or change summary, and expiry before execution.

EXCEPTION

Change one permission temporarily without rewriting the permanent policy.

A Temporary Exception needs exact Owner approval, defined action, target, scope, environment, and expiry or return condition. One-action exceptions are Consumed after the action attempt and cannot be reused. Owner-only and Forbidden actions cannot be overridden.

VERIFY

Separate action success from outcome verification.

Require the evidence defined by the policy before calling work complete. If evidence is missing, use Partial, Blocked, Failed, or Unknown / Not verified instead of Done.

CHANGE

Change permanent rules deliberately.

Use the Permanent Rule Change path for lasting changes. A Temporary Exception is separate and does not silently become a permanent rule.

HAND OVER

Carry the real state of the work forward.

Preserve completed and unfinished work, failed attempts, blockers, decisions and reasons, evidence, deferred work, and the next safe action for another session or AI.

DISABLE / MOVE

Disable cleanly or treat a move as a new installation.

Identify only Delegation Bureau files and instructions when disabling it. At a new destination, reconfirm the policy and environment, run Understanding Confirmation, and perform one read-only policy test before real changes.

When a Temporary Exception ends, the Permanent Policy becomes authoritative again. Consumed, Expired, Revoked, and Returned exceptions are history, not current authority.
